The New Zealand Drug Foundation – Te Tūāpapa Tarukino o Aotearoa welcomes the opportunity to comment on the Misuse of Drugs Amendment Bill.  Our comments focus on the suggested initiatives around scheduling methamphetamine precursor substances ephedrine and pseudoephedrine as Class B2 controlled drugs and the extension of offence provisions for the importation of drug paraphernalia for supply.

Safer Journeys Road Safety Strategy

We support the Ministry of Transport in their identification of alcohol/drug impaired driving as an area of high concern for road safety.  The Drug Foundation acknowledges that the statistics around drug and alcohol related road injuries and fatalities in New Zealand are unacceptably high and that further initiatives need to be implemented to address our drug and alcohol related road toll.

The New Zealand Drug Foundation supports the intention of the bill to acknowledge the multiple needs of youth offenders and their families and whanau by both extending the jurisdiction of the youth court and strengthening and expanding the orders available to youth courts in order to provide  more effective treatment and rehabilitation services.

We strongly support the objectives of the Sale and Supply of Liquor and Liquor Enforcement Bill. While we have concerns about the ‘ad hoc’ approach to this bill, we recognize that this stems from its omnibus nature, whereby it seeks to make amendments to 3 separate acts relating to liquor.
